Where is the fog light switch located in a 2002 Camry XLE?

Where is the fog light switch located on a 2002 Camry XLE? I would think it should be where the covers are under the drivers side storage tray, but can't find it anywhere. I have seen other Camrys with fog lights and no switch that I can see just like mine. It is a fully loaded XLE with leather interior, sunroof, JBL etc. Any help would be greatly appreciated!
