Why do Internet gangsters play games like habbo and runescape?

It seems like the most people who pretend to be in a gang and role play by saying *shoots* or some bs.. I am really getting tired of this when will moderators finally just ban these guys? I mean it's on forums it's on everything, including xbox live, when can we finally get these people out of our hair?
