Writing as a True From of Art?

Poems and stories have been around forever and so has it's admirers. But where did it come from? Who made writing a true form of art. Similes, metaphors, adjectives, adverbs, rhyme, alliteration etc... Where did it start? And does anybody here know about some artist that is a true phenomenon at creative writing?
